INVITATION FOR TENDER FOR SUPPLY, INSTALLATION AND START-UP OF SOLAR IRRIGATION SYSTEM AT MKOMBOZI, KILIMAMBOGO, AND NGOSERO VILLAGES

 

Climate Action Network Tanzania (CANTZ) is a non-Government member-based Organization working in Tanzania with primary focus on water resources management, renewable energy, low carbon development pathways, gender equality and climate financing.

With financial support of the Germany government through GIZ, CANTZ is implementing a project titled ‘’Enhancing the role of Solar Irrigation for Poverty Reduction Near Mt. Kilimanjaro’’ project in Hai District-Kilimanjaro Region. This project aims at enabling the poor, marginalized and vulnerable smallholder farmers in three villages of Kilimambogo, Ngosero and Mkombozi located in the dry lowland plains of the southern part of Mt. Kilimanjaro to overcome the pervasive challenges of poverty, food insecurity, gender inequality and water use conflicts caused by lack of access to reliable and affordable water supply for irrigation, livestock and other domestic uses.

Successful implementation of this project would contribute to attainment of key national and international goals, objectives and targets including those under the Tanzania Vision 2025, 3rd Five Year Development goals, national climate change response strategy, and several targets under SDGs  1, 2,3,5, 6, 7,9 and 13. In turn the results of this project would lead to broader, far reaching and long-lasting outcomes including enhanced food security, resilience to climate shocks, increased jobs and incomes for youth and women and reduce conflicts between farmers and pastoralists. 

To achieve this objective, the project is working to develop a solar powered irrigation system whereby boreholes drilled in each village are connected to a complete solar power system composed of PV modules, inverter, submersible pump and other essential parts. The solar system is then used to pump water from the ground to the above-ground water storage tank which then distributes water by gravity to the irrigation channels for farmers.

The work of drilling boreholes is currently on-going in the project villages and is expected to be completed soon. From the drilling results, water has been found at the depth of 80 meters, 100 meters and 150 meters in the 3 villages.  

In order to keep with project timeline, CANTZ called for bid in October but the applicants did not reach minimum number to proceed with evaluation procedures. CAN-TZ therefore intends to engage a professional supplier and installer of solar power equipment to enable completion of this mission. This invitation therefore serves to re-invite all qualified suppliers (firms are preferred) to bid as instructed table 2 and 3 below. Because of changes in specified requirements, the former applicants will be required to re-apply during this re-advertisement and will be evaluated as new applicants under similar criteria.
