Barakael Matulu is an aquatic ecologist specializing in marine resource management and climate change. He holds an MSc in Natural Resources Assessment and Management and a BSc in Aquatic Environmental Sciences and Conservation from the University of Dar es Salaam. Currently serving as Deputy Head of Programs and Zanzibar Office Coordinator at Climate Action Network Tanzania, he brings over a decade of experience in climate and marine projects. His previous roles include supervising USAID-funded initiatives under the Heshimu Bahari Project, such as climate adaptation planning for marine conservation areas in Zanzibar and mainland Tanzania, and coordinating a Benthic Ecological Survey for marine spatial planning along Tanzania’s coast. Barakael has also led Climate Vulnerability and Capacity Assessments for coastal communities and contributed to socio-economic assessments on climate vulnerability for coastal communities commissioned by the UNEP Nairobi Convention. As an environmental specialist, he supported zonation and Strategic Environmental Assessments for cage fish farming in Lake Victoria under Tanzania’s Ministry of Livestock and Fisheries. He also participated in WIOMSA-funded research on ocean acidification resilience in the Tanga-Pemba seascape, aiming to enhance stakeholder awareness and coastal community adaptability. His work underscores a commitment to evidence-based marine conservation and climate resilience
